Conference bill backs off bid protest proposals

House and Senate defense authorization conferees have backed off a Senate proposal that would have required a large contractor to foot the bill for a denied protest. The Senate version of the fiscal year 2017 defense authorization bill proposed a slate of changes meant to address concerns about the bid protest process.
