The Pentagon competed fewer than half of all contracts awarded in the third quarter of fiscal year 2016, well below its goal of 57 percent, according to a new memo from the director of defense procurement and acquisition policy. The document , dated Aug. 11 and signed by Claire Grady, says competition "remains a recurring agenda item" for the business senior integration group.
