The Sept. 21, 2016, Congressional Research Service report -- originally obtained by Secrecy News -- looks at potential issued for lawmakers "in reviewing the Navy's proposed FY2017 shipbuilding budget, its proposed FY2017-FY2021 five-year shipbuilding plan, and its 30-year (FY2017-FY2046) shipbuilding plan."
