The Air Force has submitted its budgetary proposal for fiscal
year 2014 to the Office of the Secretary of Defense and is in communication
with OSD about its details, but the process of putting that proposal together
was complicated this spring by a number of factors, among them the buildup of
unobligated balances caused by continuing resolutions in previous years.
