DOD Cannot Create Baselines To Track Operating And Support Costs
The Pentagon claims it would be "infeasible and not advisable" to establish baselines to track and measure operating and support costs that could account for up to 70 percent of most weapon systems' life-cycle costs, according to a "for official use only" report to Congress reviewed by Inside the Pentagon.
