DOD Memo On Proposed CR Anomalies For FY-16

In a May 22, 2015, memo to Defense Department leaders, John Roth, acting principal deputy comptroller, asks all arms of the U.S. military establishment to identify programs that would be adversely affected under a continuing resolution in order to seek exceptions to the standard legislative rules for stopgap spending measures that bar increased weapon system production rates and prohibit the start of new programs.
