The Senate Appropriations Committee has released a proposal for a short-term, stopgap spending measure, or continuing resolution, to keep the federal government operating through Dec. 9. The three-month CR package includes $1.067 trillion in discretionary funding and an Overseas Contingency Operations account of $74.096 billion.
