Air Force Proposes MILCON Cuts in Attempt to Recapitalize in FY-09

After gutting its personnel coffers over the past years, the Air Force has slashed its military construction lines in its fiscal year 2009 budget proposal in an attempt to recapitalize its aging aircraft fleet, according to senior service officials.
