Appropriators want Navy analysis on ship maintenance backlog

Congressional appropriators are directing the Navy to perform an evaluation of its ship maintenance backlog. According to the explanatory statement accompanying the fiscal year 2020 defense appropriations bill , the Navy secretary should launch a study of the "underlying causes" of maintenance delays for the service's submarines, aircraft carriers and surface vessels.
