Army chief pushes for greater authorities in acquisition, testing, and analysis

Army Chief of Staff Gen. Mark Milley has submitted a report to Congress in which he advocates for significantly enhancing his service's authorities in acquisition matters -- in many cases at the expense of Office of the Secretary of Defense overseers. Milley's arguments stem from the contention that the current acquisition system is too sluggish to keep pace with 21st-century warfare, which presumably requires the rapid fielding and adaptation of new weapons.
