Authorizers agree to seven foreign ships, minimum restrictions on Navy surge sealift recap

Congressional authorizers recommend allowing the Navy secretary to purchase seven foreign-constructed vessels, contingent upon him providing an acquisition strategy for 10 new U.S.-built vessels before purchasing more than two foreign ships, according to the fiscal year 2019 defense policy bill conference report .
