Though the Army should have been conducting a "best value" competition to select the winner of the Family of Medium Tactical Vehicles "rebuy" competition, it failed to accurately assess the risks associated with the proposals and instead started a bidding war, according to BAE Systems' second supplemental protest of the award to Oshkosh earlier this year.
