The Army has released a draft request for proposals outlining a new acquisition strategy for the Armored Multi-Purpose Vehicle that calls for proceeding with a single engineering and manufacturing development contract as a cost-saving measure. A single, three-year EMD contract is a departure from a past strategy that called for awarding “up to two” contracts, followed by a selection of one contractor for low-rate initial production.
