Army Chief of Staff Gen. George Casey said this week that he has seen the final version of the acquisition decision memorandum that will restructure the Future Combat Systems program. However, as of today, it had not yet been sent to Capitol Hill, frustrating lawmakers who have been expecting it for weeks.
