CNO pushes for less joint oversight in requirements development process

Chief of Naval Operations Adm. John Richardson is encouraging lawmakers to give the service chiefs greater latitude to define requirements for weapons systems without interference from the joint staff. In a June report to Congress on "Linking and Streamlining Navy Requirements, Acquisition, and Budget Processes," Richardson argues the Navy's "ownership" over weapons development can be improved through "streamlining the required reviews in the acquisition process."
