Commission: Pentagon Must Support Operational Reserve Force

The Defense Department and Congress need to take decisive steps to establish the National Guard and Reserves as an operational reserve force, strengthening its collective homeland defense role and bettering its personnel support, according to the latest and final report of an independent panel.
