Deadline for Service Spending Plans Pushed Back

The services' updates to their six-year spending plans are no longer expected to be submitted by May 19 and could be delayed until late summer, according to sources and documents. Program objective memoranda updates for fiscal years 2003 through 2007 are well under way even though the services have received little guidance from the Office of the Secretary of Defense, which is focusing much of its efforts on a top-to-bottom review of strategies and priorities.
