Defense policy bill directs DOD to review 'second bite at the apple' bid protests

The new defense policy bill authored by House and Senate lawmakers directs the Pentagon to study contract award bid protests that have been filed with both the Government Accountability Office and the U.S. Court of Federal Claims.
