Defense policy bill zeroes in on services contracts

Under the fiscal year 2018 defense authorization bill negotiated by House and Senate lawmakers, the Pentagon would have to take a much closer look at the services it acquires. The Defense Department spent $144 billion on services contracts in FY-15, but, unlike with big-ticket weapon systems, DOD has never submitted to Congress a multiyear plan for how much it intends to spend on services.
