DOD, Congress Expect Cooperation On 'Fast Lane' Procurement Processes

The Defense Department and Congress must join together to ensure warfighters get the equipment they need by rapidly funding and procuring urgently needed materials, Pentagon acquisition chief Ashton Carter told a congressional panel this morning. DOD is currently required to request permission to reprogram funds to all four congressional oversight committees in order to shift money among accounts, including for the purchase of urgently needed weapons and equipment.
