The Army failed to exercise sufficient oversight of a massive overseas services contract, but has taken steps to mitigate the problem, according to the Pentagon's top watchdog. A March 7 report from the office of the Defense Department inspector general found that the service "did not effectively monitor contractor performance" for its Kuwait Base Operations and Security Support Services contract.
