A draft Pentagon directive governing the military's approach to irregular warfare has sparked intense controversy at the Pentagon, leading to a delay of the document's publication until the fall, according to defense officials. Michael Vickers, the assistant secretary of defense for special operations, low-intensity conflict and interdependent capabilities, is leading work on the new document at the behest of Deputy Defense Secretary Gordon England, InsideDefense.com reported in February.
