GAO: IDA Airlift Study Plan Does Not Meet Congressional Guidelines

The Institute for Defense Analyses' plan for how to conduct a congressionally mandated study on the Air Force's mobility fleet mix lacks sufficient details for assessment and does not adhere to legislative mandates, government auditors contend in a new report.
