Defense Secretary Robert Gates today announced the 12 members he is appointing to a congressionally mandated independent panel set to assess the Quadrennial Defense Review. The 20-member panel will be chaired by William Perry and Stephen Hadley. Perry, a senior fellow at the Hoover Institution, is also a professor at Stanford University.
