Defense Secretary Robert Gates is taking the unprecedented step of insisting that all officials involved in revising the fiscal year 2010 budget proposal sign non-disclosure agreements, a move designed to curtail unauthorized leaks of information about the "hard choices" he says are required to craft the spending plan.
