General Dynamics announced today it plans to acquire CSRA in a deal valued at $9.6 billion. The transaction -- one of the largest announced in recent years -- marks a significant change for General Dynamics, which has largely stayed away from acquisitions since Phebe Novakovic became chief executive five years ago.
