Gilmore Directs Services Not To Make Unilateral Changes To Test Plans

The Pentagon's operational testing chief is counseling the services to alert him if they determine they cannot execute previously approved plans for testing major weapons. In a Dec. 18, 2012, memo, J. Michael Gilmore, the Defense Department's director of operational testing and evaluation (DOT&E), lays out new guidance regarding changes to approved operational test plans.
