House, Senate Approve $40 Billion Supplemental Appropriations Bill

The House and Senate today both unanimously approved a $40 billion supplemental appropriations package covering initial spending on recovery efforts and retaliation for Tuesday's attacks on the World Trade Center and the Pentagon.
