Joint Staff Identifies 'Critical' Capability Gaps For FY-07 Funding

For a second consecutive year, the Pentagon is set to give combatant commanders a greater voice in shaping the Defense Department's annual spending proposal. The Joint Staff and the Office of the Secretary of Defense's Program Analysis and Evaluation directorate have whittled a set of wish lists -- "integrated priority lists" (IPL) submitted last November by the Defense Department's nine combatant commanders -- into a compilation of fewer than 10 "capability gaps" that require urgent funding in the fiscal year...
