Kendall: New independent research rule 'merely codifies a long-standing practice'

In a new memo, Pentagon acquisition chief Frank Kendall defends a recently issued rule requiring companies to engage in technical interchanges with the Defense Department before starting independent research projects, arguing it simply makes official what has long been done. The government released the final rule last year. It requires major contractors to participate in "a technical interchange with a technical or operational DOD Government employee before IR&D costs are generated" in order for the costs to be considered allowable...
