Lawmakers Blast Pentagon For Multibillion-Dollar Funding Transfers

The Pentagon's routine practice of shifting billions of dollars in the defense budget without seeking permission from Congress is raising concerns on Capitol Hill. The Senate Armed Services Committee complains about the practice in the report accompanying its fiscal year 2013 defense authorization bill. The panel is not accusing the Defense Department of doing anything illegal, a congressional source said.
