Lawmakers elevate SCO to report to DEPSECDEF, rebuffing Griffin's gambit to subordinate office

House and Senate lawmakers resoundingly rejected a Pentagon plan by Under Secretary of Defense for Research and Engineering Mike Griffin to subordinate the Strategic Capabilities Office under the Defense Advanced Research Projects Agency. The move effectively pulls the SCO out from under Griffin's control and establishes in law the SCO as a direct report to the deputy defense secretary. The conference version of the fiscal year 2020 defense authorization bill appears to settle the bureaucratic turf war over the place...
