Lord: Boeing's fixed-price KC-46 contract the 'root cause' of program's deficiencies

The Pentagon's acquisition chief said today she believes the "root cause" of problems with the KC-46 tanker is linked to the program's fixed-price contract. "The KC-46 has been an extremely problematical program," Ellen Lord told lawmakers today during a Senate Armed Services readiness and management support subcommittee hearing.
