McCarthy issues further instructions on acquisition reform priorities

A series of new directives from Under Secretary Ryan McCarthy elaborates on Army leaders' plans to reform the acquisition process. On Nov. 15, while serving as acting secretary, McCarthy issued six memoranda outlining the implementation process for various elements of acquisition reform.
