Navy seeks to reprogram millions for surface fleet reforms

The Navy is asking Congress for permission to transfer funds to improve the saftey conditions within the surface fleet following two high-profile collisions in U.S. 7th Fleet last summer, according to a reprogramming request obtained by Inside Defense.
