Capitol Hill is pressing the Navy to carefully review, and perhaps even reboot, the troubled program to develop new White House helicopters. Alarmed by a massive cost increase disclosed earlier this year, lawmakers are directing the Navy, which oversees the project, to prepare detailed reports on the VH-71 helicopter.
