Colin McMillan, a former assistant secretary of defense, is a leading candidate for the Navy secretary job, sources tell InsideDefense.com. McMillan, who runs a New Mexico-based oil exploration company called Permian, was assistant secretary of defense for production and logistics in the early 1990s under President George Bush and his defense secretary, Dick Cheney.
