New order would make it harder to solicit non-commercial items

A new White House executive order mandates contracting officials across the federal government must obtain approval to purchase non-commercial solutions, making the process for such procurements more onerous. Each contracting officer would also need to review open solicitations for non-commercial products or “Government-unique systems.” Contracting officers are directed to consolidate those solicitations into one “proposed application requesting approval for the purchase of the non-commercial products or services.” Those applications would contain justification for the procurement of the non-commercial solutions, including...
