The fiscal year 2017 defense spending measure passed by House lawmakers last week would force the Navy to dial back plans for its upgraded guided missile destroyer program by directing the service to award a ship contract currently being negotiated as the first Flight III Arleigh Burke-class destroyer as an earlier configuration of the ship instead.
