Pentagon building five-year plan for warfighting budget

The Pentagon, at the direction of the White House Office of Management and Budget, is building a five-year spending plan for Overseas Contingency Operations that should, "if possible," account for enduring costs that could migrate to the base budget, according to an internal memo reviewed by Inside Defense.
