Defense contractors protest Defense Department contract awards too often, according to the Pentagon's top acquisition official. Accordingly, DOD plans a new process to ensure the government and prospective bidders on major defense contracts engage in a proactive and structured "dialogue" designed to improve the quality of industry proposals, thereby cutting down on the number of reasons for losing bidders to protest eventual awards.
