President Picks Senate Staffer for NSC Post

President Bush has appointed Stephen Biegun, a top aide to Sen. Jesse Helms (R-NC), to the position of National Security Council executive secretary. Biegun has served for two years as staff director of the Senate Foreign Relations Committee, which was chaired until recently by Helms. He was also the senior foreign policy adviser to Helms, the White House said in an announcement yesterday. Biegun worked for the panel since 1994.
