As RCO transitions to a program executive office, Army seeks flexibility

The Army Rapid Capabilities Office, established in August 2016 with a mandate to close critical gaps on an accelerated basis, is moving inside the traditional acquisition process. After operating outside the confines of the system, the RCO is becoming a program executive office. Its founding director, Doug Wiltsie, is set to retire from government service this spring.
