Report Faults DOD's 'Open Systems' Success Rate

Fourteen of 17 major Pentagon programs reviewed by the Pentagon inspector general for their adherence to an "open systems" development approach received milestone approvals without clearly defined open design objectives or strategies for achieving those objectives, according to a new IG report.
