Roughead: Navy Must Ask 'Provocative Questions' As Budget Squeeze Looms

The Navy must begin to ask "provocative questions" about the adequacy of the service's procurement plans as operations, maintenance and personnel costs continue to drain dwindling budgets, the chief of naval operations said yesterday.
