Roughead Opposes Proposed Incidents at Sea Pact with Iran

Chief of Naval Operations Adm. Gary Roughead today said he opposes a congressional call for an "incidents at sea" pact with Iran. "I do not subscribe to INCSEA arrangements just simply to have one," he told reporters following a speech at the Center for Strategic and International Studies. A bill introduced recently by Reps.
