Roughead Orders His Staff to Prepare 'Shipbuilding Wholeness' Plan by September

Chief of Naval Operations Adm. Gary Roughead has tasked the Navy's capabilities and resources directorate to prepare a plan by next month on the lifecycle costs of the entire fleet, including the total ownership costs of each ship class in production. Roughead outlined what he wants to see in the plan in an Aug. 3 memorandum to Vice Adm. Barry McCullough, the deputy CNO for integration of capabilities and resources.
