Rumsfeld Advisers Urge Speedy Action to Improve Stability Ops Preparation

The Defense Department must "act with dispatch" to improve its ability to conduct post-conflict stability operations, a high-level advisory panel to Defense Secretary Donald Rumsfeld has recommended. The Pentagon should take decisive steps to quickly establish military capabilities needed for stability and reconstruction missions, especially in light of a recently stalled State Department effort to forge a civilian force to assist the armed forces with stability operations.
