NEW YORK -- Defense Secretary Donald Rumsfeld issued a far-reaching call for improving the U.S. government's strategic communications capabilities in order to more effectively combat extremist organizations and individuals -- not on the battlefield, but in the media. Rumsfeld said the U.S. government must reach out to experts in the private sector who can assist in improving its communication abilities.
