The Senate Armed Services Committee voted today to favorably report out the nominations of John McHugh to be Army secretary and Joseph Westphal to be under secretary. The panel also approved Juan Garcia's nomination to be assistant Navy secretary for manpower and reserve affairs and J. Michael Gilmore to serve as the Pentagon's director of operational test and evaluation. McHugh, Westphal and Garcia appeared before the committee last week, while Gilmore faced the panel in June.
